Secondhand-Market Fraud Report 3

1. Yesterday (2020/01/29) I stopped by the Bukbu Police Station and wrote a statement. Generally, when filing a fraud case with the prosecution, the case procedure is as follows.

1) Complaint filed
2) Assigned to a prosecutor
3) Assigned to the police through the prosecutor's case direction
4) The police request the complainant to write a statement
5) Investigation at the police station
6) Police investigation materials submitted to the prosecution
7) The prosecution decides whether to indict
8) If indictment is decided, a summary trial or formal trial takes place; if the crime isn't properly substantiated or doesn't rise to the level of indictment, no indictment is made and the case is closed

2. Among these, I did the part corresponding to 4). What I wrote at the police station was, simply,
- through which site I came into contact with the accused
- what item I tried to buy and what the amount was
- whether they were supposed to send the item but didn't
and so on; in my case I could tell it was assigned because the Bukbu Police Station was closest to my current registered address, 'Seoljuk-ro, Buk-gu, Gwangju.' Not only the Gwangju Bukbu Police Station, but most 'police-station'-level units now all have a cyber team. This cyber team was the field that handles fraud occurring in most 'internet transactions.'

3. What I learned through the investigator handling my case is this.

- In the case of a case filed with the police, for the efficiency of the investigation, the case is transferred to the police station near the location where the account was opened and investigated jointly; but in this case, since it was filed with the prosecution, they don't know exactly whether it can be transferred, and they said that if it can be transferred, it will be.
- The account name in my fraud case is currently 'Lee **-a,' and since this person's account was opened in Cheongju, Chungbuk, I knew that most other victims' cases had been transferred to the jurisdictional police stations 'Cheongju Heungdeok Police Station' and 'Cheongju Cheongwon Police Station,' and the investigator too said this case is one being investigated with many transfers, and that I could write a statement and go — so after writing it I left the police station in a good mood.

4. Transferred to the Chungcheongbuk-do Prosecutors' Office

- Perhaps because a transfer request was made when the police submitted their investigation results, the case was passed to Chungcheong-do. And a little while ago, in the group chat, someone shared a text saying that questioning of the respondent had been carried out.
